250W hps dual spectrum please help!

I just bought this SunMaster 250w hps dual spectrum.
its saying on it

I need to know if this is a good light to use and how many lumens i dont understand, is it always measured by (Lumens @ 100 hours)?

The bulb emits 33,000 lumens when it is fresh and new. Dual spectrum is great.

plants dont use lumens, they use par. yes you can grow some good weed with it (max 3x3 area, preferably 2x2)
