2 weeks, 2nd set of fan leaves just starting

I'm sorry, I do not have pictures.

I have a plant, I know it's a little bit stretchy (4 to 6 inches tall). But it is only starting its second set of true leaves (Not including the cotyledon leaves).
Is there a reason, besides it's strain and my shitty lights, that could be causing it to grow leaves that slowly?
Growing in soil, under 2 65W CFL. Temp is usually 70-75. 18/6 lighting timer.

ya not enough light, thats probaby the main or only reason, i also think the 65w is the equivalent look for its actual wattage

I don't have any more little light holders, and I don't have the cash to go and buy new bulbs/light holders atm... If I find one lying around, I'll definitely hook it up.

well if theres no more sockets the only thing you can do is buy higher watt bulbs or be stuck with a extremely stretched out plant

cfls are fine, i grow with them and there pretty cool. you just need more of them or higher wattage ones
