The best investment you could make at this time would be installing a moisture/air barrier like Tyvek and some R-19 insulation in the walls, I'd also draft stop every hole and crack you can find with expandable foam. I guarantee it will pay dividends in the future.

Beenthere is right insulation keeps the noise down as well as temps. You have light for 10' x 7' though. So if you don't want to insulate the entire space you could use insulated foam board and build 2 rooms. Just depends on how cold it gets, their R factor is way less than 19. Pull air in through both and past the lights in summer and circulate it in the winter and add CO2. Gas line? Panda plastic is cheaper than Tyvek.

Oops I see 4 600w not one. Still not enough to light 437 square feet. Temps will be a factor say 80f for clones, 85day and 70night for growth. Do you have an A/C unit?

Definitely not enough light. I found the ideal to be 6-600w in a 9 x 8. I know my light can be stretched out over a larger footprint , but you are under lit and I would hate to see you get stretchy weak plants as a result.
