150whps econo light

is it safe to touch everything inside this ballast? as long as i dont touch live wires?, but everything around the wires is fine to touch? idk how much live power it can retain but i am just not sure if its ok to touch and shit..

The capacitor is the main component of the Ballast. Capacitors are like batteries cuz they store ELECTRICITY!!! In order to be safe you should discharge the capacitor!!

If you wish you can take a large screwdriver and ground out the capacitor.
There may be a spark, careful not to arc weld anything in the process. LOL
