400 watts of HID lighting will trump 500 watts of fluorescent in any situation IMO. The only thing that might be considered is whether or not you can properly ventilate.

I was able to get some LEDs for real cheap so I thought I'd try em out and so far I think they're doing fine. Maybe a little stretching but not too shabby for less than 2 watts each. They're 21 days old tomorrow. What do you think?

Yea you're making sense but as Chiceh mentioned this is usually done during vegetative growth, I like to top somewhere between 5 and 7 nodes. Topping is used to encourage lateral growth while the meristem recovers. It also causes two or more top colas which may be a benefit if you're growing...
