It's algae, you are using too much water. What I do is grab a bag of Pearlite and put a layer of that atop the soil, keeps that and bugs away. Water twice a week in veg, thrice a week in flower.

Droopy leaves indicate over or underwatering, since yours were regular shaped and haven't gone wrinkly yet it looks like overwatering. You should be topping that pot off twice a week at tops while they're that small. In my opinion water twice a week in veg, 3 times a week in flower.

They still need a light cycle, otherwise the leafs get all funky like super soft and wide - I dunno what this means for the plant but it can't be good.

State-to-state packages are not inspected by any means. You'll only lose your weed if one of the 10+ people that will handle your package get a whiff. So either ship in a wooden box or something you've covered in layers of tape that will never rip open.
