Ph has been my #1 problem also, I recently got a $30 Ph tester & wow no more droopy leaves. I checked the spring water I was using (Ph was almost 8.0) yea someone told me to use spring water when they should have told me to get a Ph tester.

Do you mean " when do I start flowering " I start flowering at 12" - 14" the plant will double maybe even triple in size. You will see white hairs then buds will form. I'm not sure what your asking but I hope this helps.

Let them get at least 12-18 inches, just remember there going to double maybe triple in size, make sure your space & lights can accommodate them.

Got some skunk / 1month 4 days (veg) 2 are 12 inches with a couple seedlings. My closet is 11'/ so I'm vegging these baby's 2' hopefully they'll get 4 or feet. so far so good - my room has a skunky aroma ( I luv it ) by the way this is my first grow & I can't stop watching them, I'm constantly...

I'd invest in land / some where secluded / acres of land / hell that's an investment.

I'd say start of with a liter every 3 days / from there decrease or increase according to how your plants react ( starting off with a liter is playing it safe

Don't give them 1 liter ( that's a typo) its 1/2 of a liter for my 3 gallon pots every 3 days.
