I have been using the Jack's Classic dynamic duo, which is the all purpose in veg, and blossom booster + all purpose, in flower. Never burned my plants with this stuff, either, they love it.

Yep a 400w HID light will far outperform 200w CFL's, there really isn't a comparison there. HID lights have much better penetration.
