are you growing bagweed? If so, it's difficult to predict expected height unless you charted it all along. there's a formula around here somewhere but you can basically expect the plant to double or triple in height while in flowering.

if that's your vegetative and flowering space all in one, you will need to flower when they are very young. nothing wrong with that, just something to expect.
