Yeah you can grow with HPS or 2700K CFL's all the way through a grow, but you can get more yield from using HID or CFL's for veg and HPS or warmer spectrum CFL's for flower. Plants veg much better and faster under HID's or cooler spectrum lighting than what they do under HPS.

Depends where you from. Seed are legal in the UK. It's only illegal to germinate and grow them. Don't know the status of that in the US.

Hey there. Firstly, that box doesn't look quite high enough to row a decent plant in. Also, tin foil is no good man. It reflects like badly, burns your leaves and up the temperature. If I was you, i'll get a bigger box and paint it white on the inside. Just my thoughts.....Happy growing
