Normal or plant deficiency

There are multiple things that could cause that, so it's best to go through everything so as to pinpoint the likely issue and resolve it as fast as possible rather than just tell you to turn down your light. Fill in the gaps, if you will:

What are you growing in (DWC, RDWC, coco, etc) feed and watering habits?
pH?
EC?
Temp and humidity of canopy?
PPFD of canopy (or if you don't know that, the brand and model of light and hanging height and dimmed setting)?

6.0 ph , 73 degrees and 58% humidity , vispectra p2000 18 inches from canopy at 75% dimming settings
 
I think this is one of those rare times it actually is the light. That light at 75% and only 18inches away is a bit overkill for that small of a plant I'd say. Just turn it down to 50% and keep an eye on it.

To me it looks like your plants aren’t transpiring very well. You could try raising your temps and get you’re temp/humidity a little closer to the numbers on a vpd chart
 
Just watered, plant on far left was drooping, is the light colored new growth normal or is it time to add nutes, using build a soil 3.0 so supposed to be water only living soil but only growing in 3 gallon pots
