any electrical knowledge and some common sense would tell you that you could run a lesser watt bulb on a higher ballast...i told him to get a new bulb because that would be the cheapest way to diagnose his problems...i dont need the video bro, but you might as well post it incase someone can use it

A broken ballast can be tested by using a mulimeter on the bulb holder and will show you the voltage its producing to the lamp when you remove the bulb and turn the ballast on. A ballast is basically a generator that generates voltage the same way it does on a cars engine its really easy to test both wiring and ballast by using a multimeter.

and i backed it up and also recommended a nice multimeter (same one i use everyday) that will last him a lifetime
