Also I have just looked up what AquaSafe is and I dunno man. Is your water really so bad to need it? Seems a little fishy to me (pun probably intended). I'm no expert on it by any means but it doesn't seem good to me (for plants anyway).
Just want to add also that seedlings as small of those for sure don't need that much light on them. I'd say a 450w led running at 45% is still 200w of light at only 2ft away. Seems a little intense for me. I have seedlings that size or new cuts, under barely 50w of led and they never look like...
Have you checked if the Res lid is truly light proof? Sometime you don't realise how much light can pass through a lot of lighter coloured plastics. Light is usually a culprit for slime growth if you already know your temps are ok.
That plant looks like it has another month-ish to go. I wouldn't be too quick to toss it. I've had plants before that look like this at this point but by the end they're covered. I'd wait man you could regret it.
