I got one of those duel sided fans you put in a window and just set it up on ratchet ropes. Works AMAZINGLY well but they cost about 47 bucks so its not a cheap solution.

I don't know if you missed it but in your OP you said said you were using a 250w hps for flower. Using cfl's and t5 lights for vegging does not in any way effect the quality of smoke. I don't know where you heard that but I would not take any further advice from that source if I were you.
