i was digging around in my garage and i found a fishtank light the Fluorescent tube says "Sylvania Grolux F16W/GRO" would this light be acceptable for growing young plants before i transplant them to outdoors?

if i were to order seeds and get busted would police get involved? is there anything i could get charged with?
