so much noob advice. that plant you have is mostly pure sativa, just cut the light back another hour or hour and a half and the buds will take off. instead of 12/12 try 11/13 or 10/14. i have a mostly pure sativa i ran last grow, it did the same thing, it never took off till i cut the light back...
