if your using CFLs, its more about the color spectrum (k) than lumens, yes lumens are important but you'll need 5k-6500 kelvin (k) for veg (early summer) and then more around 2500k for bud (late summer) i have simple t5 4' fixtures over 18 starts, and two 100w 5000 k cfl bulbs....lush green new...

I have struggled with the same question, my research has found that 600s give denser buds due to the fact that they can sit way closer then a 1k, i also have the same theory about not needing to penetrate very far due to the dense canopy, i decided to go with 2 600 ...200 extra watts also lol....

Im Currently having my two 4' t5's going 24/0, I debated the 18/6, but i figured what the hell, 24/0 is easy, and really not that much more electricity.
