no.. you shouldn't cut them. you could do a little lst to get more light to them or when you harvest the upper buds you could leave the lower ones to develop for a little longer or you COULD cut them if you want

CO2 is required for photosynthesis to take place.. adding CO2 allows the plant to perform photosynthesis to its potential. Light is another requirement for photosynthesis if you dont have sufficient lighting for the extra CO2 to be needed, it wont make a difference

Have you tried replacing the bulb?

the plants receiving more light from the mh may turn out slightly different from the plants receiving more hps light.. if thats a problem you could occasionally move the plants around
