every seed is different, some pop 1/2 inch some are a 16th of an inch..i haven't read any literature on leaving the seed in the water to wait for the root to grow.. that's why you plant it.
i just planted a seed with a 1/16th of an inch tap root and it sprouted today fine...
that link is bad.. but i went to home depot today and they didn't have anything over 27 watts.. i went to the outdoor lights and they have 100 Wat and 75 Wat cfl replacements bulbswith (screw in socket).. but the box said it wouldn't work in a regular light socket.
