pH of bottle water is usually pretty neutral, but you'll want to buy a pH testing kit, so you can check your soil.
Bone meal, usually comes in a solid form I believe, in which case you usually mix it in with your soil before planting
Your plants look small for 8 weeks, I would guess you could also be lacking proper lighting. First I'd recommend checking your pH, and try posting in the Plant Help forum, for some more help.
