See I tried arguing this point with a guy on another site regarding the Vero 1750k. His view was "less photons less flowering". Despite the 1750 peaking at 650 and tapering off outside the visible range.
PPFD is counting photons, not measuring the energy they are carrying. Shorter wavelengths carry more energy than longer ones. Bright as hell is a subjective term, you will need to be more specific as 1700umoles might be a great number at 24" but be not so great at if at 1".

This is how I do it.
I use the graph as a reference point. I buy some chips. I install said chips. I test the chips on a 3 month Grow, start to finish.
I report my findings.
