i would be surprised if that is bugs. could be either over fertilization or a deficiency of some sort Potassium or Manganese perhaps. Potassium and manganese deficiency can both cause brown spots. over fert can cause yellowing like that. im leaning towards over fertilization

powdery mildew is systemic. by the time you see signs it has been in your plant for weeks. just getting rid of the spores doesn't knock it out. producing spores is how it spreads but its not the main part of the infection. just killing spores on the plant is not enough.
