For the most part you are correct. However, as long as intent was not there and nobody was directly near me, as the conductor was only walking up behind me, saw the gun in my lap, with the magazine in my hand.
But yes, you are correct. Just willy nilly whipping out a concealed gun is a big no-no.
Good thing those conductors can sense intent from a mile away.

We just got concealed carry here in Wisconsin. before that you could legally open carry but no one did becuase they would arrest you for disorderly conduct
