Rights cannot be expanded, only privileges. Government cannot give you rights or expand ones you already have. If they could do that then those aren't rights, rights do not come from governments or pieces of paper or from laws or society. Rights come from the condition of being HUMAN. Some might say that rights come from GOD, but in essence the same thing.
