You can flower it whenever you want really, after it's big enough to have a couple rows of leaves. You could veg a little while longer but it will still add height for the first two weeks of flowering.
I'd take out the light bar and get two more double CFL sockets like you have, and put them on both sides of the plant. The bar looks like it's too far away and half of it is below the pot where there's no plant. It's adding heat but not much usable light.

Also,
I don't see a runoff plate under those cups... didja pop some holes in the bottoms of those dixie cups son? You don't want water sitting in the bottoms.

I wouldn't veg too long unless you plant to LST for height reasons
I would grab a couple 2700K warm light CFL's before you start to flower
you can just add 2 more y sockets to each of your lights turning your 2 bulb light into 4

Seriously though, the space looks nice. The big pot looks big enough for a longer veg for bigger yield. 1 week more? Check out how to LST to bend it over and get more out of the short space. Might want to veg for 2 more weeks if you do that. You could get a bigger pot too and monster that thing out. You'd have to move the little ones to another area to veg though. If you want to fit more than one plant flowering at a time in there I'd say flip it now and use the pot it's in. You could probably flower 2-3 in there, maybe 4 if there's room at the top for lights and you keep them small. Happy growing.

I need help asap.i have 3 5 gallon pots and 3 plants in solo cups. the plants in solo cups are from low grade brick weed with tons of seeds in it. the two small sprouds are from high grad weed but are a lot farther behind from "mids" should i keep the mids and replace the sprouts or keep the high grade sprouts!?
