problem with thrips

hey this is my first grow and i'm having a really hard time getting rid of thrips. i've posted this on the organic forum as well but i figured i would post here too:

hey i am having a hell out a time getting rid of thrips!

i've tried spraying the leaves with neem oil and i've also tried a vinegar, antibacterial soap, water spray and they are still there!

anything else i can try? should i try to be treating the soil? so far i have only been spray the leaves. really annoying!
 
thanks. the problem is i'm in south america and I have no idea where to get this kind of stuff because the regular shops dont have it.
