Pest damage? What am I looking at?

I've gotten so many answers about this but none of the images I search match this appearance. This is happening to my spicy peppers too. I've searched aphids, flea beetles, thrips, mites, none of the pics match what this looks like. Very round little not-holes, the damage doesn't go all the way through the leaf. I've put this under the microscope and see nothing on the leaf. What gives?

Source discovered, "four-lined plant bug".

Look up tri-colored leaf hopper thats the damage i see from them bastards they also tend to carry fungal spores that like to spread.

Thats it the ones we have here in maine are a different color same damage. I pull the leafs with damage they spread fungal spores.
