3k and 4k light intensity difference?

Is it normal for 3k and 4k to have different intensity readings?

I've measured a 3k and a 4k 240w Samsung board, at equal height (24") the 4k is around 1.8/2,000 lumens brighter than the 3k, is that normal?

Hypothetically) For flowering is the 4k efficiency worth considering or is 3k always going to be better?
This is a tricky question. It depends on how much you care about spectrum and how your plants do with 4K spectrum. Lots of manufacturers mix 5000K leds with 2700K leds and 3K with 4K and all kinds of combos. There's no rules on what you can do.

My personal feeling is the better the spectrum the easier the plants grow without deficiency problem etc. But honestly I've been learning and adjusting to led for over 10 months now still working on it.
 
Thank you, I don't know enough about it to be too concerned about the spectrum.

I'm only just converting from HID, I've tried the 4k and it was fine, my plan was to sit the 4k between the 3ks however I've also 300w of 3k and 5k mix that I could use between them, I'll need to think it over some.
