Yes it can be. Mixing it with hot water is key. I usually add a drop or two of sunlight dish soap as well.

sounds like you bought concentrate. there are products that are RTU (ready to use)

Neem is extracted from the seeds and fruits of the neem tree. It is available as liquid and thick concentrate. Mix it with hot water.

Mine gets real thick especially in the cold weather mix it according to label directions for Best results good luck
