Are these thrips?

Hey guys,

I've been noticing droopy, yellowing leaves kinda browning on the outside and some black spots and almost a white film on the surface both on top and underneath. Almost look too be hiding on the under side of the leaves around the veins?

Certainly look the part don't they. Little fuckers.

All of the reading I've done point to neem oil, or spinosad as the best route to eliminate the them? There are some sprays at the local stores here, but don't know if they are worth while, or full of chemicals..
