That is the A version, and just how it works. They are meant for fine tuning and then leaving alone, more than actual constant dimming and control. Nice one bud. So yeah, with a mag lite I can see there is a tiny screw in there. And if I read the manual correctly it WILL dim to 1050ma (see attached screen shot) although I get your point it's not the easiest, I can imagine ramping up the current after veg.To dim the A version, you have to pry the little rubber stopper off/out(it's just a plug, so nothing gets in there) and stick a small phillips head down the hole and you can adjust. If there are 2 hole/plugs...use "Io" to adjust, not "Vo"

I was planning on powering 3 hlg288 qb boards. Can I add a vero 29 on the end of the series without problems?

The driver is going to send 2100ma down the line no matter what is in series as long as it has enough volts to push through. B vero sounds better IMO if running 2100ma, than a C. But should have the room for either. I'm a fan of giving a little head room on the driver if possible these days.
