Why is cfl flowered bud no good

It's called pony tailing if im seein IT right (small phone screen) I done it on autos and it helped the Lower branches catch up somewhat
 
I did it with autos and it worked well, I did it for 8hours in the middle of the day then untied. Only do it loosely. It's a good alternative to topping, less stressful, and helps with the apical dominance
Once you switch to flower I would stop, maybe a week or two into flower would be ok.
See if you get the results U want if not then try another method. Like topping or FIM or any LST or HST method.
