If you can walk all four streets of a block, (City term) and all residents are black, that`s a black neighborhood and hood is short for that

When 14% of the population commits almost 50% of all violent crimes, it's no surprise that they're the majority of prisoners.

Maybe if you want people to take you even remotely serious you'd try to reform your own people before expecting the other 86% to give a shit.

There's also the fact the war on drugs was designed to target African Americans and left wing anti-war demonstrators, or the fact that crack and cocaine are chemically identical, yet crack users were given mandatory minimum sentences 300% longer than cocaine users because blacks use crack more and whites use coke more. There are literally dozens of different examples of discrimination against blacks that allows the cycle of poverty to continue in their communities at much greater rates than in other communities.
