I do believe anyone can give negative rep, you just have to choose that when doing it. Aprove or disaprove.

I personally think the 'neg rep' is rididculous, I was given -4 rep points a while back for saying that I had had good results with water curing!! Who the hell knows that other than me? Opinions and personal experiences should not be allowed to be neg rep'd, bad advice on the other hand..........Sort this out admins!
