Depending on how young the plants are(by height), I'd say 24-36, it really just depends. And a MH would really boost up, not only the lumens, but more importantly it will bring up the color spectrum the plants are receiving and would be great during flowering.

Another way to go is to use fluorescent lighting. You can achieve the same lumens/color spectrum, but whilst running less watts. You'll probably pay about the same for upfront costs depending on what deals you have around you.

Just take the back of your hand and put it at the tops of the plants. Does your hand feel hot from the light? Then move plants further away. Most likely you will be moving them closer.
Its really just that easy.
