halogens use a lot of their energy in producing heat. CFLs would be a better, not to mention cheap, way of growing a seedling. They don't produce as much heat and can be placed 1"-2" (depending on wattage) away from a seedling without burning it.

Nope. They are good for seeing in the dark and burning peoples homes down.
