I think fully state funded higher education is a better way to do it.I understand your point, I really do. I AM working my way through school, and it's tough. Our legislators, who were elected by the people, decided it was worth enacting this credit to invest in college students. Once I'm done with school I'll be in a position to pay taxes for the rest of my life, which will partly fund the same programs that are currently helping me. I will pay back the help that my fellow citizens have given me through their tax dollars, and then some.
Everyone gets the same opportunity from birth and no one can be called a moocher for it.
I also disagree with ANYONE receiving funds that they havnt contributed in the form of negative taxation, it's redistribution from those who actually work, plain and simple.

But if you take money from the middle/upper class to find some people's education in a private system and not others, it's a blatant and unequal redistribution of wealth.
Here anyone can go to any third level institution they want, regardless of how much money they make.
Equal opportunities for all benefits all, selective opportunities only benefits some while robbing from the pockets of the ineligible classes.

Community colleges in Florida are allowed to offer four year programs now, so perhaps I should rephrase that: do you attend a state university?

Why is it that even when you are trying to be polite you still sound like a total dick?
Nothing mystical about accounting, it is merely arcane.
And, the reality is, all these "tricks" are just shuffles. They are temporary and will come back around to you. That is unless you are powerful and spend giant amounts of Lobby $$, like GE does.
Case in point that many will see, is depreciation on rental property. Sure you can select 200% double declining balance for depreciation, but you will give that back later, as a reduction of capital gains.
