slow seed growth

Hello, I am going to describe an imaginary room in where there are 6 imaginary Chocolope (95% Sativa) seedlings which almost stopped growing. Firstly, they are almost two and a half weeks old but showing their second set of true leafs only. No deficiency or stress sign as far as i can see...
