Seedling growth stopped or too slow

Hello,

I am going to describe an imaginary room in where there are 6 imaginary Chocolope (95% Sativa) seedlings which almost stopped growing.
Firstly, they are almost two and a half weeks old but showing their second set of true leafs only. No deficiency or stress sign as far as i can see.
For their brief history, at the day zero, they stayed in water for 12 hours then germinated between humid toilet papers in two days. Then they were put in solo cups under 6 23W (105w efficiency) CFLs, one for each, and a 400w hps. At first CFLs were too high up and eventually they streched for two days, until the CFLs were got closer (three fingers between the bulb and the plant) and HPS was changed to 400W MH. Strech stopped and it was good till couple days ago their growth slowed down.
Are CFLs unnecessary when there is 400W MH around 60cm higher than the plants, cooled by a rather weak fan? The cooltube fan takes the hot air out of the room. So the temperature is around 27-29 degree celcius.(here it is summer now) My thermometer is shitty and i cant read the humidity but i have a humidifier that i dont use. Additionally, the room is 80% mylar covered 3x4 meters and 2.5m high. There is no air coming into the room artificially as its door is kept open during the day cycle. There is one oscilating 65W fan working in day cycle. I used a mix of vermiculite-perlite and a local potting soil which claims that it has a variety of nutes but verm-perlite combo should have diluted it as I believe seedlings dont like too dense nutrients. I am waiting 5-6 days for transplanting and going to use Advanced Nutrients as fertilizer 1/4 of standard dose as the first dose and increase each week as plant responses. I am also hesitant since I read Chocolope is extra sensitive to nute burn. I also have a brick of coco coir but due to inexperience with coco, I think Ill use soil again.
This is all, please advice on what to improve.

Thanks a lot for the advice, I have thought about it but did not see the symptoms other than slow growth. I ordered Vodoo Juice as Ill use AA fertilizer soon. I am planning to transplant into new pots which will have sterile gravel/stones at the bottom. I am also open for some nice potting mixtures.
I stopped reading at imaginary. Why are you stressing over somrthing that isnt real?

I just want to help here with some advice. Smaller threads will attract more readers. We are stoners who like to read and answer questions. You need to break this down into smaller pieces for someone to read it. Once I see a lot of words like THCBrain, I stopped after the second imaginary word lol.

KindSoil is the shit, if your looking for a Potting soil. Its a "water Only" medium.

What I meant by the potting mixture was st like "2cm stones+3cm gravel+4cm sand+5cm vermiculite+soil from bottom to top."
