wtf help this girls gunna die

so I went away for about a week and come back to find that one of my previously healthy plants has taken a turn for the worst. I havent given nutes in a few weeks but I think a possibly PH lockout or root rot caused this? looks pretty grousome, only take a peek if you have a strong stomach.
All new shoots coming in are rotting right off and turning very light yellow, which I believe is a sign of overwatering, (it has been raining all week) but this is just messed up bc my other plants are fine. I test my ph nearly every watering, leave 5 gallon pales outside for a few days to allow chlorine to evapourate.

anything I can do for her?

Ive had a battle with corn flea beetles all damn season, the neem oil didnt get rid of them but the insecticidal soap did the trick, too late I fear. Notice the hole ridden fan leaves. I think because it is in a field (clay) the drainage is terrible. I mixed my own soil and dug out nice holes for each plant, but I wonder if the water is rotting the roots a few feet down?
 
That is alot of rain, I get heat stress with some of my out door's....Man look's like something is eating your plants to death......whats going on under a mag glass?
