Wtf are these things? Shiny orange winged insect

Having a small insect problem outdoors. Neem'd a few days ago, then used pyrethrin last night. One is was fine after the neem but having a problem with the other. I think it might be fungus gnats as my soil was very damp for a little bit.

One thing I constantly see on my plant is these shiny fluorescent orange winged insects. Their all over my baby. I have no clue what they are. I'm in the NE USA, can anyone identify these creatures?

I'm not sure, but any pest is a bad pest, except ladybirds, which eat pests rather than plant.

While you're at it, check the corners of your garden in the evening, pesky bud thieving elves!
