Only yes in the technical sense - you will be extremely disappointed come harvest time.
The "600w" is a lie, they get to say that because of the old 'equivalent of incandescent lighting' standard.
It's actually 70w of lighting "Actual Power:about 70W±10% power, much better than the same product in market"
And damn inefficient "Lumen:about 1000 lumens"

You can get that many lumens with about 10w of better lights - even staying in the cheap ebay stuff.
I have some splitters for normal e27 sockets, with a bunch of these cheap leds in them (see link).
They say 15w but likewise aren't honest there - I measure 5w with my wattmeter.
Either way, "Lumens: 750-900 LM" per bulb and it's not eating 70w
