They don't need an actual reason to test, they can just write whatever they like on the report...like swerving. Of course they are forbidden from using cannabis for 28 days before a shift....demand THEY be tested too.
The 28 days pertains to RCMP, other departments are left to decide on their own. Toronto City police has a 8 hour sober policy for example

They can say whatever they want, and we all know lots of cops are crooks. Doesn't change the fact they need reasonable cause and if they ask you to take the test "just because" you have every right to say no. Like when police used to ask if they could search your car, without reasonable cause you had the right to say no. I know I said no a number of times growing up and there was nothing they could do (cause they weren't crooks).

Additionally if you have one of these in your car recording the whole time and the lead up as well, and they lie, then they are going to be found to not have had cause in the first place and your case will be tossed....the fact that they need reasonable cause protects us a tiny bit from their over-reach. I'd rather have that little bit of extra codified protection than not have it, personally.
