Will this setup work as a grow box for about 2-3 weeks?

plastic tub with aluminum foil taped on the inside about 2.5Xft 1.5Xft 1.5ft with 1 maybe two 13w 120v 60hz 175mA cfl minitwists...this is just until they get big enough that i can put them outside...will this cause anything to catch on fire....is there anything else i need to get? id like to keep this whole thing under 20$

this whole thing will be scrapped afterwards i just need something to grow my babies to a big enough size to go to the great outdoors!!

Just buy a study table lamp with a good reflector, throw your bulbs in there, and have them about 2 inches above your plants tops, either 18/6 or 24 hours a day.
These can just sit on any old table. They truly require no special treatment for the first 2 or so weeks of growth. Just light and water.
