I sincerely doubt it...at least not in the way you're hoping for.
That's actually worse than the Mars lamp you linked to in your other thread.

Instead of posting Ebay links, you may find it more beneficial to peruse the LED sub-forum. I'd recommend reading the "stickys" first. If you've never grown before, do yourself a favour and get some white COBs (or phosphors) to start. Either build them yourself, or buy a manufactured light.
Then when you start getting your chops together, play with spectrum additions. If you start mucking around with cheap R&B lights, you're more than likely to just become frustrated.

Dude, ANY light will make a plant grow. Not every light will grow the plant affectively and to the plants full potential. Cheap low wattage lights = low quality and yielding harvest. Im starting to think you are trying to mess with us
