I have little white fast walking bugs on my newly rooted clones they was cloned using root riot plugs some have been potted in coco some are still rooting the ones that are still in root riot plugs have bugs so my guess is that the ones in coco have these bugs too. they are not on leaves just on root zone will neem help me?

Yes, it can, just be sure to mix as directed and shake spray bottle often while applying.

I "lightly" saturate the top 1/4 of the medium (hugo block) once a day for 3 days using a fresh mix each time. This works well in my environment.

yes it will, but try to wash it all out after a day, repeat in a week. oil congeals.
This washing out sounds good.
I can't prove it but I think
I screwed up one time using neem as a soil drench.
One of the plants freaked out and started
dropping perfectly good leafs.
The stems just snapped.
I cant be sure this is what did it but it was the only cause I could think of.
