short answer is yes.

i personally would add a few more bulbs in there. I have had success with cfl's in the past.

yes but any growth is gonna take much longer. get some t5s, they arent any more expensive than what your buying. or a compact horticulture cfl from any hydrostore.

and 1 plant grows are a waste unless your seeds are feminized, cause if you get a male all that time was put to nothing. id say grow 4 seedlings, get them to about 6 inches or let them run for about 3-4 weeks and let the light time slowly go down to 12/12(make it 1 less hour a day or 30 min, some people are more meticulous but ive never had a hermie). once you've figured out their sex, your good to re veg or flower them as is, most plants will get an ounce tops if you veg for 3-4 weeks then flower, but this is strain dependent.

From what I gather the two schools of thought are to just hit 12/12 in one fell swoop or to "Sneak" up on it incrementally.
I've not read definitivly that one is better than the other so I just switch the timer & drop 6 hrs at once and have no complaints with the results.

yeah it will work, get like 2 more bulbs if you can and you should be set. dont expect a monster crop but my old man grows with like 50W of CFL and he is content with his harvest.

my old man is using closer to 80 watts no cuz i bought him a 55watt for X mas

but yeah you can grow out a plant with crappy lighting but it may take alot longer

I veg on 24/0 so dropping the light time 12 hours could cause stress or a possible hermie.

I Veg 24/0 always , despite all the discussion i still find 24/0 gives me more vigorous growth,
Then i 12/12,
No Hermies to report, and iv'e grown a few plants umbre ;)

you probably have quality seeds also, IMO its best to play it safe and take it down a bit each day, if you have a wheel timer just pull a pin every day just make sure that you knock time off of the end of the day cycle, you want it to begin at the same time every day

ive done it before but i was on 18/6 but not 24/0, i felt like they were a bit stressed when i made them go down from 18/6 to 12/12 though. but its good to know i wont get hermies now. but either way im still not gonna jump more than 2 or 3 hours a day, its gives me time to introduce flowering nutes.

ive done both great seeds and questionable seeds from 24/0 to 12/12 many times. Every grow i can pretty much in fact.(some grows i got to do 18/6 for temp reasons in the hotter parts of summer and a few months in winter for security reasons.)TBH i cant rule out that none of the hermie ive seen have been caused by that and not genetics but my 18/6 hermie rates are not any better than the 24/0 ones so it makes me doubtful the light cycle change is the cause. Like you said to each their own though. If you feel more comfortable the way you are doing it and are happy with it it's cool to me.

It will work for a short time. But to be honest you would be better off with a used fish tank light and a homedepot flower bulb.

I've not ever had a problem with just switching from 18/6 -12/12. I think you should just go with your plan. Yes you could do a lot to have a bigger yield but is that even what you want to do? If this is a learning mission more than requiring significant yields then I think you should try it. Nothing like learning and experience to help for when you do have more intense lighting and such.

And as far as light times. I clone do a little different from seeds but not much. I run lights 24/0 for two weeks or 1 week after roots. Witch ever comes last. Then it's 18/6 for veg till I get the size I want. Then 12/12. But a buddy if mine dose SOG from clones and runs 24/0 for 3 weeks then flips to 12/12.

And how did it go to times? All that was asked was will it work.
