Why give them guns?

So I am looking at the national guard in Louisiana and none of them have mags in their M16s. Why even give them a gun?

It's a natural emergency. Troops arriving in Miami after Hurricane Andrew in 1992 did so with empty weapons.

There is no need to go in tactical at this point. Thugs are not shooting at the rescuers.

they need their rifles. they dont need bullets.

so that if anything hostile does happen all they need to do is distribute magazines.

they may have full magazines on them. they are just not clipped in.

they give them weapons and "IF" the necesatity arises they give them ammunition!!

It is more the fact they have a gun present. It might not be loaded yet, but just add ammo. There is no reason for soilders to have loaded firearms on US soil unless under attack, a loaded gun can sometimes make an ordeal worse then an unloaded one hence why they aren't loaded...yet..

An unloaded firearm is a club. You bet it is a weapon. What do you think a bayonet is for?

Soldiers are trained to fight, especially after they run out of ammo.
