I'm in the Hudson Valley, and I plant after May 1. Working backwards, that means I start seeds six weeks before planting, or cut clones eight weeks before planting. I veg them under 65k cfl's, gradually reducing light time from 18hrs to 14hrs, since day length here is around 14hrs on May 1. By May 1st (around here) the danger of frost has passed, the plants are nice and strong, and the soil is warm enough where it won't shock the plants.

It sounds like you're going to have 30 plants in party cups, and transplant them directly from the cups into the ground. 8-12 26w CFL's would be a minimum for 30 cups (anything more ambitious and you should move to HPS or T-5), but they'll outgrow the cups a 4-5 weeks after germination. Time your germination/planting accordingly. No, you don't want them to flower until the end of their season.

I would have some clones inside right now under a bit of veg. So in a few weeks you will have big healthy plants that got a head start before going outdo.
