whats going on? should i be budding yet?

hey everyone, my plants are about 2 months old and 6 inches highe, are just starting to grow 5-bladed leaves and yet they seem to be flowering? hmm its very weird can anyone tell me whats going on? is this bad or good?

oh yea, i have 8 under one 1000w halogen light bulb and use a 20-30-20 growing medium....help???
